Chastain Skillman (CS) provided professional consulting services for the formation of a Community Development District (CDD) on a 720-acre parcel of land. The CDD was established to obtain a taxing district on the development to finance bonds for the construction cost.
Engineering services included: preparing the project for development by annexing; zoning; and comprehensive plan amendment processing into the City of Lake Wales. Construction drawings were prepared for approximately 1,100 residential lots and an 18-hole golf course.
Infrastructure improvements for the development included water and sewer systems, as well as drainage storm sewers for over 31,000 feet of streets within the project. The off-site water system and sanitary sewer force main was connected to the site along approximately 8,000 feet of State and County Highways. Twenty-one stormwater retention ponds are integrated into the golf course fairways.
Wetland Mitigation and Flood Plain Compensation Plans were prepared to provide compensation for any applicable impacts. All pertinent construction permits were obtained from the Department of Transportation, Department of Environmental Regulation, Florida Department of Health, Southwest Florida Water Management District, Army Corp of Engineers, Department of Community Affairs, Polk County, City of Lake Wales, etc. The CS Survey Department provided the topographical work for the design of all the improvements. Our surveyors performed all construction stakeouts for the general contractors. Subdivision Plats were prepared and recorded by the Surveying Department upon completion of all construction activities. Since formation of the CDD, there have been six phases of development adding additional home sites in each phase.
