Chastain-Skillman (CS) provided the civil and surveying services for two warehouses of over 1 million square feet on a 70+/- acre parcel for Southern Wine & Spirits (SWS). CS assisted the SWS in site selection by providing due diligence comparisons of two Florida sites. Once the 79-acre Lakeland site was selected, CS assisted in obtaining the appropriate land entitlements and provided the design and permitting services, including grading, drainage, and utility design, floodplain compensation, wetland mitigation, construction observation and record drawings. Permitting for the project included Polk County, the City of Lakeland, the Polk County Health Department, the Florida Department of Environmental Protection and the Southwest Florida Water Management District.
Prior to the SWS purchase and redevelopment of the 87-Acre Pine Valley Dairy facility, CS was contracted to conduct a Phase I Environmental Site Assessment (ESA) in accordance with ASTM Standard Practice E 1527-00. Phase I ESA results revealed an underground storage tank (UST) was located onsite.
Limited Phase II ESA activities conducted by CS near the UST revealed petroleum-related contamination impacts to the soil and ground-water. Site Assessment (SA) activities, consisting of CS’s coordination and direction of subcontractor drilling services were initiated to determine the level and extent of soil and ground-water impacts.
Based upon SA results, CS prepared a Limited Scope Remedial Action Plan (LSRAP). The LSRAP called for Source Removal (SR) activities and application of an Oxygen Release Compound subsequent to UST removal and backfill. Following coordination and observance of subcontractor services which implemented these activities, CS prepared a Source Removal Report.
