design and facilitated a
city redevelopment project.

Chastain-Skillman (CS) was selected by the City of Auburndale to provide Pilaklakaha Avenue (PK) roadway improvements. CS provided watershed planning, conceptual design, feasibility analysis, and co-operative funding support to develop a concept improvement plan for 3,500 LF of Pilaklakaha Avenue. 

As the gateway to downtown Auburndale, the City wanted the improvements to not only resolve chronic roadway flooding and improve the quality of stormwater runoff for the highly urbanized 261-acre drainage basin but also to improve overall neighborhood aesthetics and provide a pedestrian trail for recreational benefits.  The recommended concept included the re-development of PK Avenue, from 4-lanes to 2-lanes, and proposed a series of low impact design techniques, including a system of bio-retention swales, on-street pervious parking with subsurface storage, and a one-acre retention pond. Additionally, CS provided land surveying services. CS also helped the City obtain $1.3 million in co-operative funding from SWFWMD.

Some unique but relevant tasks CS provided as part of this project include: 

  • Land Acquisition support for 1.2-acre parcel from CSX
  • Coordination with SWFWMD for CFI agreement
  • Pedestrian facility and Lighting design
  • Design of a 12” water force main
  • Permitting support for milling and resurfacing within CSX rights of way
  • Advanced H&H and pollutant load modeling to evaluate the existing and proposed systems. The model was developed using GIS/ICPR v4 and included NEXRAD radar rainfall data to simulate from 1991 to 2015.

This project won the 2019 Grand Award for Engineering Excellence in the Water and Stormwater category from the American Council of Engineering Consultants (ACEC-FL) and the 2019 Award of Merit from the American Society of Landscape Architects (ASLA-FL).
