Chastain-Skillman (CS) provided survey services, engineering, permitting, and construction observation services for the City of Winter Haven on approximately 7,000 feet of the referenced trail project. This project was funded through the FDOT LAP program and the design was reviewed and permitted through the FDOT District One office and the Southwest Florida Water Management District (SWFWMD). Additionally, the site was cleared for presence of the sand-skink and blue tailed mole-skink through the U.S. Fish & Wildlife Service. Multiple public meetings were conducted throughout the design process (30%, 60%, 90% and 100%) to obtain public input. This project is a continuation of the existing Lake Howard Trial project on the easterly side of Lake Howard.
Survey and Preliminary Design for this project began in late 2013 and numerous concepts, trail locations and routes were presented and reviewed by the City. Chastain-Skillman successfully worked with the Community through the public design process. The final design selected minimized retaining walls and handrails and provided gentle slopes on the backside of the trail. Chastain-Skillman Staff also provided public supprot services at these meeting to depict and explain to individual residents the appearance of the trail in front of their homes. Design and permitting was completed in 2014 and the project was let for bid in 2015. At the request of the City, CSI Construction Engineering Inspection (CEI) staff has conducted construction observations on an average of 20 hours per week. The most challenging issue to be faced during construction has been the discovery of uncharted communications cables.
